UP Primary School Teachers Rally at Ghaziabad Collectorate, Submit Charter of Demands

Ghaziabad | May 1, 2025 : Hundreds of primary school teachers working under the Uttar Pradesh Basic Education Council assembled today outside the Ghaziabad Collectorate to voice their long-standing demands. The protest was organized by the Uttar Pradesh Prathmik Shikshak Sangh, and concluded with the submission of a detailed memorandum to the District Magistrate.
Teachers holding placards and raising slogans demanded restoration of the old pension scheme, timely payment of salaries and arrears, rationalisation of teacher deployment, and improvements in working conditions across council schools. The representatives also pointed out ongoing challenges with leave approvals and technical glitches in the Human Resource Management System (HRMS) and Manav Sampada portal.
According to Deepak Kumar Sharma, the district president of the union, “Teachers have been waiting for years for resolution of issues that impact both their financial stability and morale. The government must act swiftly and responsibly.”
Key Demands Presented:
- Restoration of Old Pension Scheme for all teachers appointed after April 1, 2005.
- Resolution of anomalies in teacher appointments made between 2004 and 2005.
- Regularization of pending salary payments and hike in monthly honorarium of Shiksha Mitras.
- Fixation of school timings at 8:00 AM due to the intense summer heat during May–June.
- Streamlining of leave approvals via the online portals and ensuring fair practices by block-level officers.
The protest also highlighted the concerns of female teachers posted far from their home districts, demanding transfers on compassionate grounds. Moreover, issues of administrative delays in medical reimbursements, child care leave approvals, and pension finalization for retired teachers were raised.
Union leaders claimed that repeated correspondence with the education department had failed to yield results, prompting today’s collective action.
Vijay Bhatnagar, who also addressed the gathering, said, “The demands presented are not new. We urge the administration and state government to show sensitivity and resolve them without further delay.”
The memorandum has been forwarded to the Chief Minister and top education officials in Lucknow.
