Meerut’s Community Health Innovations Draw Global Attention; Bill & Melinda Gates Foundation Team Visits Ground-Level Initiatives

Meerut | Meerut’s pioneering community health initiatives-ASHA Pay and Maa Arogya Mitra, both conceptualised through the grassroots “Mata Baithak” model, have now earned international recognition. A high-level delegation from the Bill & Melinda Gates Foundation and JSI (John Snow, Inc.) visited Meerut to study these innovations, marking a significant global endorsement of the district’s public health transformation.
The foreign delegation visited the Police Lines Health Centre and adjoining Mohanpuri locality, where these programmes are being implemented at the community level. The team interacted closely with ASHA workers, Maa Arogya Mitras and local women to understand how preventive healthcare, women empowerment and financial transparency are being integrated into everyday life.
Global Delegation Witnesses ‘Health Revolution’ in Action
The visiting representatives observed multiple initiatives including Mata Baithak meetings, Rasoi Aushdhalaya (kitchen-based nutrition and medicine concept), and the campaign “Maa-Har Ghar Ki Pehli Chikitsak” (Mother as the First Doctor of Every Home). They noted how ASHA workers and Maa Arogya Mitras are actively screening households for non-communicable diseases (NCDs) such as hypertension, diabetes, obesity and cancer, while also counselling families on nutrition, yoga, lifestyle changes and disaster preparedness.
The delegation was particularly impressed by the way women are being trained to respond to domestic emergencies such as kitchen fires and gas cylinder accidents, alongside promoting health awareness and early referral to health centres.
‘Mata Baithak’ Emerges as a Model of Community Engagement
In Mohanpuri’s “ASHA Gali”, the foreign team attended a live Mata Baithak, interacting directly with local women. They observed how health, nutrition, safety and disease prevention are being addressed collectively on a single platform, strengthening trust between healthcare workers and the community.
ASHA Pay: A Model of Financial Empowerment
The delegation was briefed on the ASHA Pay Programme, spearheaded under the leadership of Chief Development Officer Ms. Nupur Goyal, which ensures transparent, timely payments to ASHA workers, significantly improving morale and accountability. The initiative was described as a replicable model for women’s economic empowerment in the public health system.
Leadership Behind the Success
Officials attributed the programme’s success to strong administrative and medical leadership under District Magistrate Dr. V.K. Singh and Chief Medical Officer Dr. Ashok Kataria, along with the operational leadership of Dr. Ankur Tyagi, In-charge of the Police Lines Health Centre.
Dr. Tyagi stated, “Police Lines Health Centre has conducted the highest number of NCD screenings in the district. The role of Maa Arogya Mitras, ASHAs and community women has been pivotal in achieving this.”
International Praise and Global Potential
Ms. Hinal, Deputy Director (Vaccines), USA, personally attended a Mata Baithak and described the ASHA Pay and Maa Arogya Mitra programmes as “one of the finest examples of women-led community empowerment.” She praised Ms. Nupur Goyal and Dr. Ankur Tyagi for creating a sustainable, people-centric healthcare model.
Ms. Anna from the Bill & Melinda Gates Foundation headquarters, USA, lauded the Rasoi Aushdhalaya concept, noting that using kitchen-based nutrition and preventive care can significantly reduce unnecessary medical expenses for families. “This idea, born on the soil of Meerut, has the potential to inspire community health systems worldwide,” she remarked.
CMO Dr. Ashok Kataria thanked the American delegation and JSI for their support, calling the visit a milestone moment for Meerut’s healthcare journey.
The programme was attended by Police Lines staff and JSI representatives Altaf and Reshma. The visiting delegation concluded that Meerut’s model-combining grassroots women leadership, financial transparency and preventive healthcare-can serve as a global blueprint for community-based health systems.
