No More AOA Arbitrary Decisions: Residents Can Now File Complaints Directly to DM-Monitored Committee in Ghaziabad

Ghaziabad : In a major relief for thousands of residents living in high-rise societies across Ghaziabad, the District Administration has set up a District Magistrate (DM)-monitored committee to address complaints against Resident Welfare Associations (RWAs) and Apartment Owners Associations (AOAs). The move comes after a series of growing complaints regarding poor maintenance, intimidation by management committees, and safety negligence in housing societies.
Under the new system, residents can now directly approach the DM’s committee to report mismanagement, threats, or any form of exploitation by society office-bearers. The committee, which officially becomes active this Friday, includes the City Magistrate, Deputy Registrar (Cooperative Societies), ACP, and the local police inspector.
District Magistrate Ravindra Kumar Maandad said that the decision was taken after several serious complaints surfaced during Janata Darshan sessions, where residents reported issues such as unmaintained lifts, poor security, and even bullying by bouncers hired by some society managers.
“If any negligence by society officials leads to injury or loss of life, an FIR will be filed immediately. Using bouncers to threaten residents is completely illegal and will not be tolerated. This is a matter of public interest, and strict action will follow,” the DM said.
The Committee Will Address Complaints Related To:
- Lift maintenance lapses: Negligence in timely and proper servicing posing a safety threat to residents.
- Resident intimidation: Cases where AOA or RWA members and hired bouncers harass or threaten residents.
- Security failures: Inadequate safety measures, particularly endangering children and the elderly.
- Parking disputes: Unjust parking policies or arbitrary enforcement against residents.
- Negligence in basic facilities: Poor upkeep of water supply, power backup, or common areas.
Administrative investigations have revealed that several societies have failed to maintain lifts and essential safety systems, putting lives at risk. The DM warned that such violations would now attract immediate legal consequences.
The District Administration has also deployed monitoring teams across major societies to ensure compliance and immediate response to emergencies.
Residents across Ghaziabad have welcomed the move, calling it a “long-awaited step toward accountability and safety.” The initiative is expected to make housing society management more transparent and resident-friendly, bringing much-needed balance between authority and accountability in urban community living.
